About the role
- The Systems Manager leads a high-performing team of Systems Specialists, Technical Specialists, and developers responsible for delivering enterprise-scale business solutions across the BSD Shared Services Human Resource portfolio. This role oversees the planning, development, implementation, and integration of shared services applications, ensuring solutions align with business objectives, enterprise architecture, and cybersecurity standards while driving operational efficiency and business value. The position also supports application roadmap development, lifecycle planning, and compliance with Enterprise Technology & Security (ETS) policies and standards. Working closely with Application Managed Services, vendors, and operational support teams, the Systems Manager ensures smooth transition of applications into steady-state support while providing strategic direction, governance, and continuous improvement for Shared Services systems and capabilities. This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.
- Lead the delivery of the Learn, Talent Management & Compensation transformation initiative, including planning, execution, and stabilization phases Oversee replacement of legacy and disparate HR/Learning & Inclusion (L&I) systems with an integrated Oracle HCM Cloud solution, reducing operational risk and improving system efficiency
- Partner with HR, L&I, and ETS stakeholders to re-engineer business processes and align with standardized, leading-practice workflows
- Drive adoption of modern learning and talent capabilities, including performance management, career development, succession planning, and compensation management
- Manage system integrations, data migration, and analytics enablement to support reporting, compliance and decision-making
- Ensure strong governance, security, and compliance with data retention and regulatory requirements
- Ensure adherence to corporate financial policies, internal controls, audit requirements and proactive risk management to ensure project delivery
- Manage projects using SDLC and Agile methodologies based on project requirements
- Ensure a smooth transition to long-term support post-implementation Monitor project life cycle performance, key metrics, compliance, and cost management Address high-impact issues across internal teams, business stakeholders, and vendors
- Support enterprise application portfolio rationalization
- Lead and develop a team of managers through coaching, performance management, and effective work assignment to drive aligned execution and business outcomes Required Education/Experience Bachelor's Degree and a minimum of 8 years relevant full-time work experience or Master's Degree and a minimum of 6 years relevant full-time work experience
- Preferred Education/Experience Master's Degree in Information Technology, Computer Science, Business, Engineering, Decision Sciences, or a related field and a minimum of 6 years relevant full-time work experience leading multiple teams in delivering business solutions
- Experience A minimum of 6 years of experience across IT domains such as applications, data, solution delivery, infrastructure, or process transformation, required A minimum of 5 years of leadership or people management experience, required
- Proven experience managing and collaborating with multiple System Integrators, including leading and supporting RFP processes, required Working knowledge of modern IT operating models (e.g., product/platform, Plan-Build-Run, Agile, cloud, cyber) and their implications, required
- Experience managing budgets and financial oversight for technology initiatives, required
- Experience with end-to-end implementations of Enterprise HCM systems such as Oracle Fusion Cloud, Peoplesoft, EBS, or Workday, preferred
- Experience in collaborating with and leading large vendor teams during major implementation projects, preferred
- Experience in enterprise architecture, preferred
- Experience with Shared Services applications, preferred Skills and Abilities Proficient in English written and verbal communication skills Ability to lead/manage others Project Demonstrated project management skills Effective interpersonal skills Licenses and Certifications Driver's License Required Project Management Professional (PMP)

- Preferred Physical Demands Ability to push, pull, and lift up to 40 pounds Sit or stand to answer a phone for the duration of the workday Additional Physical Demands The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays. Ability to work off-hours as required to support deployments, help resolve production problems or respond to corporate emergencies
